Kolaborasi kepentingan individu dengan kepentingan kelompok dalam dimensi institusi juga membuat posisi kelompok semakin kuat. Individu juga didukung oleh kelompok kepentingan yang secara bersama-sama menjalankan kekuasaan. Menurut Weber stratifikasi sosial tidak dominan dibentuk karena factor ekonomi. Seperti Karl Marx sering bicarakan, karena masih ada didaerah otoritas kekuasaan stratifikasi dibentuk berdasarkan pengaruh yang berbeda.

Misalnya Weber membagi otoritas menjadi tiga yaitu otoritas kharismatik, tradisional dan legal rasional. Weber justru juga mengadopsi stratifikasi sosial dimasyarakat masih berdasarkan factor agama dan factor politik. Jadi penekanan konflik ini diranah politik sering kita lihat terjadi pada saat akan mengusung seorang calon penguasa. Padahal partai politik dipusat lagi konflik akibat tidak komitmennya sebuah partai politik, tetapi dilevel bawah justru partai politik tersebut koalisi mendukung calon penguasa didaerah. disitulah sering kita lihat konflik disatu sisi, tetapi disisi lain justru terjadi hubungan harmonis atau bekerja sama.

Kemudian konflik juga terjadi pada ranah Otoritas. Karena dimasyarakat kekuasaan ada dimana-mana. sehingga otoritas pada stratifikasi sosial itu bukan dilihat pada orangnya, tetapi pada jabatan atau status yang dimiliki oleh individu atau perorangan. Konflik kelompok bisa terjadi apabila dominasi kelompok tertentu sudah melenceng dari harapan kelompok lainnya. Konflik juga dipicu akibat semakin gencarnya kelompok kepentingan yang menginginkan adanya perubahan dilevel kekuasaan. Akibat dari pertukaran sosial yang dilakukan oleh penguasa kepada suatu kelompok saja, akhirnya melahirkan kelompok oposisi. Kelompok oposisi terbangun akibat dari semakin masifnya dibangun oleh kepentingan bersama untuk diperjuangkannya.

Karena watak kekuasaan selalu tidak memberikan kesempatan orang lain dilibatkan pada kekuasaan, justru sebaliknya kekuasaan selalu mengadopsi kelompok dilingkaran kekuasaannya untuk mengamankan kepentingannya saat berkuasa. Kelompok oposisi termasuk kelompok kepentingan yang sudah tersadarkan, akibat dari realitas sosial-politik yang timpang, sehingga memunculkan konflik ekonomi dan politik.tetapi masih saja banyak kelompok yang semu, akibat dari kurang kesadarannya untuk melakukan perlawanan terhadap lingkungan sosial diekploitasi oleh kelompok elit berkuasa dengan kelompok kepentingannya.

Kelompok kepentingan yang sudah tersadarkan boleh melakukan perlawanan terhadap dominasi kelompok elit penguasa yang selalu melakukan distribusi yang tidak merata. Tetapi perlawanan kelompok kepentingan harus juga didasarkan pada adanya sekelompok orang-orang yang jelas nilai dan ideology yang diperjuangkannya. Karena kalau tidak jelas ideologinya pasti nanti akan menjadi sesuatu yang sia-sia. Untuk itulah harus jelas dulu, apa yang mau diperjugankan oleh kelompok tersebut. Kemudian kelompok kepentingan didalam menyuarakan kepentingannya, juga harus didukung juga aturan yang memberikan kebebasan menyuarakan aspirasi tersebut.

Karena kalau secara politik Negara tidak memberikan kebebasan individu atau kelompok dalam menyuarakan kepentingannya, tentu saja perjuangannya akan tidak tercapai juga. Negara otoritarianisme tidak memberikan kesempatan kelompok kepentingan untuk melawan negara. Kebebasan dibungkam oleh rezim totaliter kepada public dalam melakukan perjuangan kepentingannya. Tentu saja kelompok kepentingan akan tidak bisa melakukan advokasi sosial.

Tetapi konteks hari ini kita bahas tentang negara demokrasi yang memberikan kebebasan berserikat dan berkumpul untuk menyuarakan aspirasinya dan di lindungi oleh Undang-Undang. Kemudian tentu saja konflik sosial akan terjadi apabila kosentrasi anggota dalam kelompok kepentingan komitmen memperjuangkan nilai-nilai kepentingan kelompok.
