MW KAHMI Kepri: Negara Harus Bertanggungjawab Atas Tindakan Represif Terhadap Warga Rempang-Galang
TANJUNGPINANG – Majelis Wilayah Korps Alumni Himpunan Mahasiswa Islam (MW KAHMI) Provinsi Kepulauan Riau menyikapi tindakan represif aparat gabungan Polri, TNI dan Satpol PP yang melakukan tindakan represif terhadap warga Rempang-Galang pada saat melakukan aksi penolakan pemasangan tanda batas lahan investasi pada Kamis, 07 September 2023.
MW KAHMI Provinsi Kepulauan Riau mengutuk dan mengecam tindakan aparat yang dianggap sangat di luar batas sebagai aparat penegak hukum, yang tidak mencerminkan sebagai pengayom mayarakat, bahkan sampai jatuh korban atas tindakan kekerasan yang dilakukan oleh aparat gabungan tersebut.
MW KAHMI Kepri menyatakan, pertama, penolakan warga (demonstrasi) adalah bagian dari ekspresi menyatakan pendapat yang keberadaannya dijamin dalam negara demokrasi. Jalannya menyampaian pendapat tersebut harus dilindungi dan dijauhkan dari tindak kekerasan, tidak selayaknya aparat manapun, baik kepolisian, TNI maupun Satpol PP melakukan kekerasan pada kegiatan tersebut.
“Kami mengutuk keras cara aparat yang menggunakan kekerasan dalam menangani aksi penolakan yang dilakukan oleh warga Rempang-Galang. Terlihat jelas bahwa yang dilakukan aparat tersebut, khususnya kepolisian di luar batas prosedur yang semestinya,” ujar Ketua Umum MW KAHMI Provinsi Kepulauan Riau, Dr. Suryadi, M.H., dalam pernyataannya pasca kejadian itu Kamis (07/09/2023).
Kemudian, MW KAHMI Provinsi Kepulauan Riau menuntut agar aparat gabungan yang terlibat, khususnya kepolisian, agar bertanggung jawab atas timbulnya korban dalam aksi kekerasan aparat tersebut.
“Kami meminta kepolisian melakukan pengusutan dan penindakan atas aksi kekerasan yang dilakukan anggotanya,” tambahnya.
“Meminta Kepolisian, TNI dan Kepala BP Batam untuk menyampaikan permohonan maaf secara terbuka atas aksi kekerasan tersebut dan tidak akan mengulanginya,” lanjutnya.
Kemudian, MW KAHMI Provinsi Kepulauan Riau bersama Unsur Kelompok Masyarakat lainnya akan turut serta memberikan perlindungan hukum kepada masyarakat yang menjadi korban aksi kekerasan tersebut.
MW KAHMI Provinsi Kepulauan Riau menuntut institusi Kepolisian agar senantiasa bertindak sebagai alat negara, bukan sebagai alat kepentingan kekuasaan, korporasi, atau kelompok tertentu.
“Polisi adalah bersumber dan milik rakyat Indonesia. Oleh karena itu polisi harus tetap memegang teguh Tri Brata dan Catur Prasetya dalam menjalankan tugas-tugas negara,” imbuhnya.
MW KAHMI Provinsi Kepulauan Riau mendesak agar Polri menjadi garda terdepan membangun supremasi hukum berdasarkan rule of law yang mengabdi kepada keadilan dan national interest, dan harus menghindarkan diri dari abuse of power (penyalahgunaan kekuasaan) dan praktik kolutif.
“Mendesak aparat kepolisian agar bersikap profesional, disiplin, menjadi aparat negara yang bersih, serius mewujudkan clean goverment dan good governance,” ujarnya.
MW KAHMI Provinsi Kepulauan Riau juga mendesak agar aparat kepolisian harus lebih meningkatkan fungsi public services (pelayanan publik) kepada masyarakat agar tercipta rasa aman, nyaman, terlindungi, dan merasa diayomi.
MW KAHMI Provinsi Kepulauan Riau menghimbau kepada stakeholder terkait untuk mengedepankan azas musyawarah mufakat dengan melibatkan partisipasi masyarakat setempat seluas luasnya dalam pengambilan keputusan atas rencana pelaksanaan investasi di Wilayah Rempang-Galang khususnya dan Kepulauan Riau pada umumnya. MW KAHMI Provinsi Kepulauan Riau juga mengajak segenap lapisan Masyarakat Provinsi Kepulauan Riau untuk terus bermunajat pada Allah SWT atas wujudnya Keadilan dan kesejahteraan bagi segenap Masyarakat Kepulauan Riau khususnya dan Masyarakat Indonesia pada umumnya.
