Pentingnya Manajemen Strategis Dalam Pengembangan BUMDes Desa Semembang Kecamatan Durai
KARIMUN – Undang-Undang Nomor 6 Tahun 2014 Tentang Desa, mendefinisikan Desa sebagai kesatuan masyarakat yang terikat oleh hukum dan mempunyai batas wilayah serta berkewajiban untuk menangani urusan pemerintahan serta kepentingan masyarakat setempat sesuai dengan Sistem Pemerintahan yang berlaku di Negara Kesatuan Republik Indonesia.
Pemerintah desa melaksanakan beragam upaya pembangunan desa di berbagai sektor kehidupan, seperti di bidang ekonomi, sarana dan prasarana, social, dan lain sebagainya. Semua hal tersebut semata-mata dilakukan untuk memajukan kesejahteraan masyarakat desa.
Pembentukan Badan Usaha Milik Desa (BumDes) merupakan salah satu upaya Pemerintah desa dalam melakukan pembangunan desa. Undang-Undang Nomor 6 Tahun 2014 mendefinisikan BumDes sebagai suatu badan usaha yang seluruh maupun Sebagian besar modalnya dipegang oleh Desa melalui penyertaan secara langsung serta bersumber dari kekayaan desa yang dipisahkan untuk pengelolaan aset, jasa pelayanan, maupun usaha lainnya dengan tujuan kesejahteraan masyarakat desa.
Sepertihalnya dalam pengembangan BUMDes Desa Semembang Kecamatan Durai pentingnya memiliki Manajemen Strategis dalam keberlanjutan pengembangan ekonomi masyarakat desa.
Tahapan Penting dalam Manajemen Strategis
- Identifikasi Arah dan Tujuan
Pertama, Pemerintah Desa harus menetapkan goals yang jelas dan realistis. Goals harus mencakup apa yang ingin dicapai dalam pengembangan BUMDes dan alasan mengapa mencapainya. Setelah itu, barulah dapat mengidentifikasi cara bagaimana goals tersebut tercapai. Dalam tahapan ini, pemerintah desa dapat mengartikulasikan visi dan tujuan jangka panjang-pendeknya. - Menganalisis Sumber Daya
Pemerintah Desa kemudian harus dapat memeriksa, memahami, dan menyusun internal and external power yang berpengaruh terhadap pengembangan BUMDes. - Menyusun Strategi
Setelah hasil analisis didapat, pemerintah desa kemudian dapat menyusun strategi, terkait bagaimana cara BUMDes mencapai tujuannya. Pada tahap ini, pemerintah perlu mengidentifikasi individu, teknologi, dan resource lainnya yang dibutuhkan. Alokasi resource ini penting untuk mengukur kesuksesan BUMDes serta mendapatkan dukungan dari pimpinan dan stakeholders lainnya. - Menerapkan Strategi
Ketika strategi telah ditentukan, saatnya untuk eksekusi. Strategi ini mencakup mulai dari perencanaan hingga implementasi. Pada tahapan manajemen strategis ini, resource akan bekerja sesuai peran dan tanggung jawab masing-masing. - Mengevaluasi Efektivitas Strategi
Tahapan terakhir dari strategic management adalah mengevaluasi sejauh mana strategi yang diterapkan telah berhasil membawa perubahan. Pemerintah desa juga akan memantau kelayakan strategi yang sedang dijalankan, operasional bisnis, serta mempertahankan strategi yang terbukti efektif.
