Melihat kebelakang sejenak bahawasanya Sejak jatuhnya Presiden Soeharto yang telah lama berkuasa, pada tahun 1998, Indonesia telah berada dalam era transisi, jauh dari rezim otoriter, dan dalam pencarian demokrasi. Pencarian ini dimulai dengan undang-undang desentralisasi yang diterapkan pada tahun 2001, yang memberikan otonomi yang lebih besar kepada daerah, dan dilanjutkan dengan pemilihan langsung untuk badan legislatif nasional dan lokal Presiden pada tahun 2004,
Maka dalam seiringnya waktu yang singkat kita dihadapkan dengan situasi kondisi dimana kebijakan politik lah yang menentukan sikap atau arah negara yang mana yang ingin kita capai dalam hal ini visi misi calon pemimpin ketika iya mencalonkan diri sebagai kepala daerah, perwakilan rakyat maupun presiden, sudah terlalu banyak dinamika politik yang sengit sehingga sering kita dengar di masyarakat bahwasanya sangat mudah sekali membedakan mana politisi dan mana negarawan, yang politisi datang pada saat hari hari besar demokrasi saja setiap pemilihan, sedangkan negarawan setiap saat, setiap waktu selalu memberikan kontribusi dan pemikiran jangka panjang untuk kesejahteraan rakyat nya, itulah guyonan sehari hari yang sudah sampai ke tingkatan masyarakat bawah dan itu tidak dihindari bukan, belum lagi begitu mencuatnya politik uang yang tidak bisa kita hindari sampai saat ini, ini karna kita sebagai masyarakat indonesia belum mampu memberikan kesejahteraan kemakmuran untuk bersama, termasuk pemimpin nya, konsep individualis serta pragmatis nya kita masih terasa hingga saat ini, jadi jangan salahkan pemimpin juga kalau masyarakat nya tidak mau berubah, toh yang harus diubah dan berubah ialah mental dan budaya individual pragmatisnya dari semua elemen masyarakat, butuh waktu yang lama dan mungkin saja bisa terjadi,
Melihat pilkada serentak yang semula dari 23 september , diundur menjadi 9 desember karna musibah non alam yang menimpa seluruh masyarakat dunia tak dapat terelakkan lagi, banyak anggaran dan biaya yang tidak sedikit untuk menanggulangi wabah pandemi yang terjadi dan datang setiap 100 tahun ini, semua negara berlomba lomba untuk menyeselaikan dan menyelamatkan rakyatnya dari musibah ini walupun sudah semaksimal mungkin, diindonesia pun juga begitu walaupun lamban dalam permasalahan wabah ini sejak pertama WHO mengumumkan untuk berhati hati indonesia malah acuh dan abai dengan segala konsekuensi yang didapat tersebut, namun kesadaran dan tingkat kewaspadaan masyarakat indonesia akan virus ini semakin hari semakin insten, dari mulai jaga jarak, pakai masker hingga hand sanitizer sebagai alat pelindung diri masing masing dan menjadikan sifat manusia indonesia yang dikenal ramah, sopan dan santun, akhirnya menjadi waspada terhadap sesama keluarga maupun kerabat dekat,
Dengan masuk nya new normal atau normal yang baru setelah dicabut nya masa pemberlakuan kerumunan massa dan beraktivitas di tempat tempat keramaian seperti kantor, pasar dan taman hiburan dan lain lain itu walaupun belum begitu normal normal betul atau masih dibilang semi normal, maka tingkat partisipasi pemilih kemungkinan akan berkurang bisa jadi tidak seperti pesta demokrasi sebelum sebelumnya, karna apa, masyarakat sangat trauma untuk melakukan aktivitas yang sangat berdekatan walupun sudah menjaga jarak dan memakai masker untuk pencegahan pengamanan, ini harus dipikirkan bagi penyelenggara pemilihan seperti KPU, BAWASLU,DKPP hingga pemerintah pusat dan daerah serta calon kepala daerah yang ingin menjadi pemimpin disuatu daerahnya dan lembaga lain dengan visi misi yang diutamakan ialah bagaimana penanggulangan covid19 ini dan memberi rasa aman dan nyaman bagi seluruh masyarakat indonesia, karna yang terpenting bagi sipemilih nantinya sekarang ini bukan lagi pembangunan berkelanjutan, mensejahterakan masyarakat dan meningkatkan kualitas SDM dan lain lain, walaupun setiap kampanye itu kita dengar dan kita perlukan, tetapi hal yang lebih urgent yang diperlukan masyarakat daerah ialah menghangus kan dan menghilangkan covid19 ini yang sudah banyak merugikan ekonomi kelas atas hingga bawah, sebab ketika calon pemimpin mempunyai visi misi demikian , mungkin saja para pemilih secara tidak langsung akan tertarik dengan konsep yang calon berikan.
dengan demikian ketika pemerintah sudah mampu melakukan penyelenggaran pilkada bersama penyelenggara yang ada artinya semua sudah mampu memberi rasa aman dan tidak sedikit melewatkan ketika nantinya ada kesalahan dan bisa diperbaiki secepat mungkin, oleh karna itu, perlu dibicarakan matang matang dipikirkan betul oleh penyelenggara dan khusunya pemerintah sebagai penjamin terselenggaranya pemilihan dengan rasa aman, maka dari itu maka rakyat pun tidak akan risau dan gelisah ketika sudah masuk ke TPS untuk melakukan pemilihan karna sudah merasa dijamin dan diberikan rasa aman, semoga saja.
