BATAM – Kepala Dinas Tenaga Kerja dan Transmigrasi (Disnakertrans) Provinsi Kepulauan Riau (Kepri) hadir sebagai panelis dalam kegiatan Business Matching (Seminar dan Pameran) Regional Kepri yang diselenggarakan pada Kamis (20/06) di Politeknik Batam Tourism, Batam. Acara ini diadakan oleh Direktorat Jenderal Pendidikan Vokasi Kementerian Pendidikan, Kebudayaan, Riset, dan Teknologi, bekerja sama dengan Tim Konsorsium dari Politeknik Negeri Batam, Politeknik Pariwisata Batam, dan Politeknik Bintan Cakrawala.

Acara dengan tema “Penguatan Ekosistem Kemitraan untuk Pengembangan Inovasi Berbasis Potensi Daerah” ini bertujuan untuk memfasilitasi pertukaran pengetahuan dan pengalaman antara unsur-unsur pentahelix, yakni akademisi, pemerintah, dunia usaha dan industri (DUDI), komunitas, dan media massa. Diharapkan melalui kegiatan ini, kualitas dan daya saing sumber daya manusia serta potensi ekonomi di Kepulauan Riau dapat ditingkatkan.

Acara ini dihadiri oleh berbagai pihak, mengundang  24 Satuan Pendidikan Vokasi, 19 pemerintah daerah, 52 unsur DUDI, 4 asosiasi dan komunitas, serta 4 media massa. Kehadiran para peserta dari berbagai latar belakang ini menunjukkan pentingnya kolaborasi dalam mengembangkan potensi daerah.

Dalam diskusi panel, beberapa isu utama yang dihadapi Kepulauan Riau diangkat, antara lain:

  1. Pengembangan Potensi Maritim dan Ekonomi Lokal: Potensi Sumber Daya Alam (SDA) yang tinggi namun belum diimbangi dengan diversifikasi ekonomi yang optimal.
  2. Daya Saing Sumber Daya Manusia: Kompetensi tenaga kerja yang belum sesuai dengan kebutuhan industri, tingginya jumlah pekerja migran, serta tingkat pengangguran terbuka yang masih cukup tinggi (6,94% pada Februari 2024, peringkat 2 di Indonesia).
  3. Disparitas Antar Wilayah: Perbedaan yang signifikan antara wilayah kota dan kabupaten dalam sektor pendidikan, kesehatan, ekonomi, dan pembangunan. Pengembangan kawasan strategis di Batam-Bintan-Karimun juga belum optimal, dengan konektivitas dan layanan infrastruktur yang belum merata.
  4. Kemitraan Pentahelix yang Belum Harmonis: Kerja sama antara satuan pendidikan, DUDI, pemerintah daerah, komunitas/asosiasi, dan media massa masih perlu diperkuat.

Kegiatan ini menghasilkan beberapa keluaran penting:

  1. Workforce Planning: Strategi untuk menyelaraskan supply dan demand tenaga kerja berdasarkan potensi ekonomi lokal, dengan fokus pada pengembangan keterampilan lulusan pendidikan vokasi.
  2. Innovation Planning: Penyusunan model ekosistem inovasi di Kepri melalui riset terapan yang berbasis pada keunggulan daerah, serta pengembangan sumber daya manusia.
  3. Policy Brief/Paper: Pembentukan model ekosistem inovasi sebagai acuan untuk menentukan klaster inovasi berdasarkan potensi dan agenda prioritas pembangunan daerah.

Skenario Workforce Planning yang dihasilkan bertujuan untuk mencapai beberapa indikator, antara lain pertumbuhan ekonomi yang inklusif, diversifikasi sektor ekonomi, penurunan tingkat pengangguran, peningkatan kualitas tenaga kerja, investasi dan inovasi, pertumbuhan usaha mikro, kecil, dan menengah, infrastruktur berkualitas, kesejahteraan masyarakat, serta kemitraan dan kolaborasi yang berkelanjutan.

Roadmap Innovation Planning mencakup inovasi jangka pendek (1 tahun), jangka menengah (3 tahun), dan jangka panjang.

Kegiatan ini diakhiri dengan pameran produk unggulan dari berbagai politeknik, SMK, dan industri, yang menampilkan inovasi dan potensi daerah Kepulauan Riau.
