Kegiatan dibuka langsung oleh Gubernur Kepri, Ansar Ahmad dihadapan para atlet dari seluruh kabupaten/kota se-Kepri. Ansar mengatakan dalam perhelatan olahraga ini, dirinya meminta kepada seluruh dewan juri agar memberikan nilai serta keputusan seobjektif mungkin, agar mendapatkan para juara-juara yang hebat dari masing-masing cabor.
Dengan demikian, kata Ansar, Kepri memiliki atlet-atlet handal yang bisa mewakili daerah, baik di ajang Nasional maupun Internasional.
Terkait hal ini, Bupati Natuna, Wan Siswandi melalui pesan singkatnya kepada media ini mengatakan bahwa, kabupaten Natuna menurunkan 133 atlet dari sembilan cabang olahraga (cabor) dengan rincian sebagai berikut:
1. Cabang Olahraga Sepak Bola : 18 Orang Atlit, 1 Orang Pelatih dan 2 Orang Asisten pelatih.
2. Cabang Olahraga Bola Volly : 12 Orang Atlit Putra, 12 Orang Atlit Putri, 2 Orang Pelatih dan 2 Orang Asisten Pelatih.
3. Cabang Ollahraga Bola Basket : 10 Orang Atlit, 1 Orang Pelatih dan 1 Orang Asisten Pelatih.
4. Cabang Olahraga Sepak Takraw : 10 Orang Atlit, 1 Orang Pelatih dan 1 Orang asisten Pelatih.
5. Cabang Olahraga Pencak Silat : 16 Orang Atlit, 1 Orang Pelatih dan 1 Orang Asisten Pelatih.
6. Cabang Olahraga Atletik : 9 Orang Atlit, 1 Orang Pelatih dan 1 Orang Asisten Pelatih.
7. Cabang Olahraga Badminton : 3 Orang Atlit, 1 Orang Pelatih dan 1 Orang Asisten Pelatih.
8. Cabang Olahraga Renang : 3 Orang Atlit, 1 Orang Pelatih dan 1 Orang Asisten Pelatih.

Dirinya berharap, para atlet Natuna dapat membawa nama harum daerah dengan berusaha sekuat tenaga, dan tentunya dengan sportivitas tinggi demi menjaga nama baik daerah.
