Pentingnya Perda RPIP Dalam Rencana Pembangunan Industri Di Kepri

Sektor industri punya peranan penting dan strategis dalam kemajuan sebuah daerah. Bahkan dibanyak wilayah, peran industri menjadi salah satu soko guru perekonomian dan penyumbang terbesar bagi angka produk domestik regional bruto (PDRB). Karena pentingnya sektor industri ini dalam penguatan pondasi perekonomian sebuah daerah, pemerintah pusat memberikan perhatian khusus dan mewajibkan setiap daerah memiliki Peraturan Daerah tentang Rencana Pembangunan Industri Provinsi (RPIP).

Ketegasan pemerintah pusat tentang masing-masing daerah untuk membuat rancangan pembangunan industri baik itu provinsi, kabupaten maupun kota tertuang pada lampiran putusan antara lain dalam UU Nomor 23 Tahun 2014 tentang Pemerintah Daerah dan PP Nomor 14 Tahun 2015 tentang Rencana Induk Pembangunan Industri Nasional 2015-2035 sebagai turunan UU Nomor 3 Tahun 2014 tentang Perindustrian.

Pemerintah pusat memandang rencana pembangunan industri di daerah ikut berkontribusi dalam penguatan sektor industri dan daya saing serta perekonomian dalam visi pembangunan berkelanjutan. Mengingat pentingnya perencanaan pembangunan industri tersebut maka regulasi sengaja disusun sebagai pedoman dalam implementasi kebijakan yang akan diambil agar tujuan pemerataan pembangunan dan peningkatan kesejahteraan masyarakat bisa tercapai.

Bagi Pemerintah Provinsi Kepulauan Riau yang memandang sektor industri menyumbang angka cukup besar dalam PDRB, maka Perda RPIP merupakan sebuah keniscayaan. Perlu kita ketahui dalam catatan Badan Pusat Statistik tahun 2022, pertumbuhan ekonomi Kepulauan Riau di atas 5 persen banyak disumbang oleh industri pengolahan yang mampu berkontribusi sebesar 48,21 persen, diikuti konstruksi 19,21 persen, pertambangan dan penggalian 12,58 persen, perdagangan besar eceran dan reparasi mobil dan sepeda 8,24 persen, pertanian, kehutanan dan perikanan 2,99 persen. Lalu jasa keuangan dan asuransi 2,56 persen, informasi dan komunikasi 25 persen, administrasi pemerintahan ketahanan dan jaminan sosial wajib 2,33 persen, transportasi dan pergudangan 1,91 persen, penyediaan akomodasi dan makan minum 1,58 persen, jasa pendidikan 1,35 persen, real estate 1,09 persen. Secara akumulatif sektor industri menyumbang lebih dari 30 persen dari PDRB per kapita Kepulauan Riau tahun 2022.

Karena itu penyelesaian Ranperda RPIP dirasa perlu dan mendesak agar maping perencanaan pembangunan industri di Kepulauan Riau bisa berjalan dengan baik. Kebijakan pembangunan industri yang telah disusun baik melalui rencana strategis (Renstra) dan rencana pembangunan jangka menengah daerah (RPJMD) perlu sandaran kuat regulasi agar dalam tataran implementasi tidak ditemukan permasalahan yang berarti. Perda RPIP juga menjadi salah satu acuan bagi daerah kabupaen dan kota di Provinsi Kepulauan Riau dalam pengembangan dan perencanaan pembangunan industri yang disesuaikan dengan karakter, kebutuhan, infrastruktur yang tersedia serta sumber daya yang mendukung.

Perhatian serius rencana pembangunan industri beserta regulasi yang kuat oleh Pemerintah Provinsi Kepulauan Riau karena sektor ini salah satu kunci penting, tidak hanya dalam memberikan nilai tambah, tetapi juga punya andil besar dalam pengurangan angka pengangguran, peningkatan nilai devisa, pengembangan sentra-sentra ekonomi baru serta penguatan daya saing daerah.

Dalam rencana strategis yang telah disusun oleh Pemerintah Provinsi Kepulauan Riau sudah ditetapkan beberapa kabupaten dan kota menjadi sentra industri tertentu yang disesuaikan dengan karakter daerah yang dimilikinya. Kota Batam misalnya menjadi sentra industri pengolahan, perkapalan, jasa dan pariwisata. Natuna dan Kabupaten Kepulauan Anambas menjadi sentra industri perikanan, maritim dan juga pariwisata. Begitu juga kabupaten dan kota lainnya. Masing-masing mempunyai rencana pembangunan industri yang disesuaikan dengan daya dukung yang dimilikinya.

Karena itu penyelesaian Perda RPIP yang sejak tahun 2016 masih di meja Kementerian Dalam Negeri dianggap penting agar bisa menjadi instrumen dalam meningkatkan pertumbuhan dan kontribusi sektor industri terhadap PDRB, meningkatkan penguasaan pasar dalam dan luar negeri, mengurangi ketergantungan terhadap impor, menumbuhkan industri hulu dan industri berbasis sumber daya alam. Tidak kalah penting termasuk juga mampu mempercepat penyebaran dan pemerataan industri ke seluruh wilayah Provinsi Kepulauan Riau. Perda ini nantinya juga menjadi alat preventif untuk mencegah terjadinya pemusatan industri di satu wilayah tertentu oleh satu kelompok atau perseorangan yang bisa merugikan masyarakat.

Untuk itu bagaimana mengawal Perda RPIP agar bisa secepatnya disetujui oleh Kemendagri merupakan langkah yang sangat penting sebagai bukti keseriusan Pemerintah Provinsi Kepulauan Riau dalam mengambil kebijakan di bidang pembangunan sektor industri. Mimpi Kepulauan Riau yang begitu besar tentu harus dijemput dengan kerja-kerja serius, sistematis dan penuh konsistensi. Semoga.
