Pada 12 Agustus 1928, dilanjutkan pertemuan kongres ke dua. Pada pertemuan terakhir ini telah hadir perwakilan semua organisasi pemuda dan diputuskan untuk mengadakan kongres pada bulan Oktober 1928.
